"The Whole Toot and Nothing But..." is the 2nd episode of Season 2. Tooter failed Speech three times, and now has to be "left back." The Shellbys try to get him fixed, but soon learn there's more to Tooter than they had thought before.

Plot Summary
[]

At Snorkland High, Junior's giving a speech about how he'll someday be governor. Allstar and Casey naturally laugh about this, and Ms. Seabottom gives him a C for not really saying anything, despite using a lot of words. Tooter's the next snork to give a speech, but Ms. Seabottom gives him his third F, meaning he'll be left back.

Allstar tries confronting Tooter about the issue, but is too upset about it. Tooter shows his report card to his parents, who decide to take him to the doctor. Upon arriving at Dr. Fish's office, the entire Shellby family cries. Dr. Fish examines Tooter and believes the cause of his tooting has started since childhood. Then Mr. Shellby flashes back to when Tooter was very young, and how he used to take him to work at the eel-evated. The eel-evated one day got out of control, and Tooter honked to make it stop, making it the first time he could ever toot.

The next night, Allstar, Casey, and Junior are at a Bruce Snorksteen concert that gets canceled because the bass player has a cold in his snork. Tooter shows up and takes his place, and everyone wants his autograph. Junior starts teasing him again, and so he runs away. The others search for him when they run into a snorkeater. A snorkeater-eater call saves them, which only happens to be Tooter imitating the snorkeater-eater call. Dr. Fish cures Tooter, and says he was always able to toot. The snorks learn that Tooter's special, and they like him jsut the way he is. Soon enough, Ms. Seabottom changes the class from Speech to Communication. Tooter gets an A, while Junior gets an F.
